It was a metaphor in the second movie for all the anger and hostility If i recall correctly.

In the first movie, the twinkie represented the average normal amount of PKE energy in New York City (according to this morning's sample it would be a twinkie 35 feet long weighing approximately 600 pounds) and the mood slime in the second was... the mood slime (its origin is actually explained further in the game).

But a Twinkie hooked up to mood slime... this is a whole new animal. There's a lot of stuff like this in the game's art gallery, weird little bits of equipment that were either planned for the game and never implemented or just the designers fucking around and having fun. :D
